Not SOOOO new, I saw a video of something similar being used in The Gorge circa 1987. I think this one had a deck mounted 6ft mast to which the wing was mounted on a swivel UJ. The guy could sail it on both tacks like a regular windsurfer, but could also flip it horizontal to act like a wing to extend the aerials he was doing of the rolling swell.

I saw that, but this is an interesting evolution, hand held. What happens if you let go in a big gust, that's what I want to know!!
